PURPOSE OF POSITION:
To provide senior technical leadership and coordination of global HIV and AIDS programming, policy and advocacy. This entails managing the HIV and Reproductive Health in Emergency Advisor, and working with the regions to provide technical oversight and coordination of our HIV & AIDS work. The global HIV and AIDS Technical Director will lead the implementation of the newly developed HIV strategy, development of programming standards, capacity building and emergency preparedness; and global representation in the area of HIV and AIDS. The position will need to collaborate with other sectors such as Church partnership for development, Education and Child Protection to co-own core project models and integrate HIV effectively with other sectors in order to contribute to the reduction of new HIV infections and mitigate the impact of AIDS in communities where WV is operational.
The position holder should have HIV technical expertise in the Prevention of Mother to Child Transmission (PMTCT) and HIV prevention programming. This person needs to be a real champion for HIV and an internal advocate to sustain and build on the gains reached by the Hope Initiative while developing momentum and support for HIV&AIDS across the organization as a means for achieving our child well being targets. The position will also need to be well connected with the child focused HIV community externally and be able to position WV as a leading child focused HIV implementer externally. The position will report to the Director for MCH HIV & ID and will work in close collaboration with the other teams and interest groups in the Global Health and WASH team.
KEY RESPONSIBILITIES:
Provide technical leadership in HIV & AIDS programming, policies, procedures, guidelines, tools and standards (25%)
Support regional and national offices by actvively participating in strategy development, scale up planning, program reviews/evaluations and capacity building initiatives related to HIV & AIDS to ensure high quality program implementation.
Coordinate HIV&AIDS SMEs accreditation and orientation through GTR (25%)
Champion the implementation of HIV project models including c-PMTCT and Expanded Prevention Model for children and youth, aligned with WV’s HIV&AIDS strategy and DADD. (20%)
Represent World Vision with high level stakeholders on HIV & AIDS (UNAIDS, WHO, UNICEF, etc). Support advocacy (VCA and CVA linked to Child Health Now Campaign), partnerships, and representation in specific HIV, and HIV in Emergency areas, working closely with Learning and Partnerships colleagues. KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED:
The position holder must have a postgraduate degree in public health with a focus on HIV, global health and/or infectious diseases.
Broad experience in the design and implementation of HIV & AIDS programming with specific experience in PMTCT and HIV prevention programming. Significant experiences in planning, monitoring and evaluation tools and standards used by international humanitarian agencies.
Excellent communication skills, both oral and written, in English and the ability to communicate cross-culturally and be sensitive to other cultures. Through their communications, the candidate must be able to explain, present, persuade and influence a wide variety of stakeholders including executives, institutional and private donors, and national and front line staff.
The candidate must have at least 10 years experience in leading and implementing HIV and AIDS and other public health programmes in least developed countries, of which a minimum of 5 years must be field-based experiences.
The candidate must have demonstrated ability to lead through networks, build consensus, and mentor other leaders across a broad range of professional disciplines.
The candidate should have extensive experience in and be an active member of international coalitions and multi-agency forums, have established network of partners in Interfaith, HIV and AIDS international NGOs, as well as bi-lateral and multi-lateral donors eg GFATM and PEPFAR.
Master Degree from a recognized university.
PREFERRED:
MPH or the equivalent degree in social science.

Background / General description:
The Poverty Reduction and Economic Management Unit (PREM) for East Africa and the Horn (AFTP2) is looking for an Senior Economist to join its team in Kenya. This is a one year co-term position (with the possibility of an extension depending on funds availability) based in the World Bank’s Nairobi office, one of the largest country offices in Africa. The selected candidate will be expected to work closely with professional counterparts in the Government, as well as the community of international development partners. The Kenya PREM team has responsibility for analytical work and the associated policy dialogue across a range of economic issues, including growth and competitiveness, public financial management, governance, and poverty. Core work-streams of PREM include:
- Public finance and public financial management, notably through yearly Public Expenditure Reviews - Macro-economic monitoring and policy advice, through the bi-yearly publication of Kenya Economic Updates, real time monitoring of economic trends and policy developments as well as a dedicated program on growth and employment promotion - Poverty, through direct engagement with the KNBS on household surveys, poverty monitoring and statistical capacity building - Governance, with a special focus on public financial management and public sector reform - Fiscal decentralization, via an integrated program of analytical work, technical assistance and policy dialogue. The selected candidate will be expected to lead its Fiscal Decentralization Knowledge Program (FDKP). Sector Context The devolution work-stream is a key area of World Bank engagement in Kenya. The Fiscal Decentralization Knowledge Program (FDKP) was initiated in 2010, following a request from the Ministry of Finance and the adoption of a new Constitution with far reaching provisions for decentralization. With financial assistance from AusAid, FDKP has been delivering an integrated program of analytical and advisory support to key stakeholders. This work is now due to be extended and expanded and will run under a grant from the Governance Partnership Facility (GPF) for “Supporting Accountable Devolution. The programme will be managed by an overall World Bank Task Team Leader, and will finance technical assistance, analytical work, and activities across three components focusing mainly on supporting the implementation of the new Constitution at county level. The program is structured across the following three components, each with their own Task Team Leaders: i) Devolution and service delivery (extending FDKP engagement to date). ii) Citizen engagement in devolved service delivery. iii) Public financial management and public sector reforms. The FDKP (GPF component 1) will provide support the Government of Kenya across six main activities:
1. Support the transition to devolved government: Provide analysis, advice, and international experience regarding the management of the transition to devolved government across the main areas of function assignment, administrative reform and capacity building at the local and central levels.
2. Support intergovernmental coordination arrangements: Support the development of a more concrete vision and workable arrangements for coordination across the range of state and non state stakeholders, drawing on relevant international experience.
3. Estimate the costs of devolved services: Support data-gathering and analysis by the national government coordinating agencies, in conjunction with the line ministries responsible for devolved functions and county governments, in order to provide an accurate cost basis to inform the design of intergovernmental financing arrangements.
4. Design intergovernmental financing arrangements for results: Support the development of intergovernmental financing arrangements that provide sustainable funding and clear incentives for improved service delivery results. Specifically support will focus on: a. Policy/design of conditional grants to counties b. Policy/design of an urban services grant c. County development finance d. National framework on county revenues and user fees
5. Roll-out a county performance tool, with M&E guidelines, and data production capacity building: Support the national roll-out of a county performance assessment tool, establishing links to performance–based inter-governmental transfers, holding an annual launch event and supporting the further compilation of a county performance database.
6. Donor coordination and analytical support: improve donor coordination, including setting up a mechanism of regular liaison on devolution. It will also provide analysis for the GPF partners and the World Bank Kenya teams on key devolution issues.
Duties and Accountabilities:
The Senior Economist / Senior Public Sector Specialist will be based within the Nariobi PREM office and report to the Sector Manager (while coordinating closely with the Sector Lead). On a daily basis, he/she will be responsible for working with counterparts in Government (Transition Authority, National Treasury, Ministry of Local Government, Commission on Revenue Allocation, Commission for the Implementation of the Constitution, Auditor General, Controller of Budget, the Public Service Transformation Secretariat in OPM, new county governments), civil society, development partners and World Bank colleagues to lead the FDKP work program. The successful candidate will manage the delivery of the six activities under this component, including:
• Leading the program’s interaction with the national government, inter-governmental coordination agencies and, where relevant, county authorities. This will help to ensure that the program responds to national and county government demand, and delivers outputs that are useful and relevant to the challenges faced by Kenya’s policymakers on a real time basis.
• Managing the program’s data collection and analytical work.
• Liaising with other task team leaders managing Components 2 and 3 of the GPF program, as well as the overall task team leader, to ensure the program’s work is well coordinated across all GPF components
• Managing donor coordination on devolution.
• Ensuring the delivery of FDKP’s main outputs.
