The US Embassy is seeking an individual for the position of Commercial Assistant in the Political/Economic Section.

BASIC FUNCTION OF POSITION

Serves as principal Commercial Assistant, with responsibility for responding to a wide range of complex trade and investment inquiries from American and Tanzanian public and private sector officials and organizations. Provides a variety of services to American businesses and relevant U.S. government agencies with dealings in Tanzania. Researches and analyzes trade statistics and current policy developments and drafts various reports on economic and commercial issues. Supports Regional Commercial Attaché and Regional Agricultural Attaché both based in Nairobi.

MAJOR DUTIES AND RESPONSIBILITIES:

Provides support to U.S. businesses, including Gold Key Service and other FCS programs. This entails a strong knowledge of local economic sectors and ability to link U.S. companies with appropriate local contacts in each sector.

Provides support to visiting officials from U.S. agencies, including identifying appropriate local contacts, organizing meeting schedules, facilitating logistics, and accompanying the visitor, if required. Supports post’s Public Affairs Office in trade-related programs and issues.

Provides support to U.S. agencies without an official presence in Tanzania, including Foreign Commercial Service, Foreign Agricultural Service, U.S. Treasury, USAID Trade Hubs, USTR, Commerce Department, Ex-Im Bank, USTDA, OPIC etc. This support includes following up with local contacts on substantive issues, replying to specific inquiries from these agencies, sharing information from these agencies with local officials, and facilitating programs funded by these agencies.

Conducts research for information and statistics on a wide range of issues in support of required annual reports and spot reporting on economic and commercial issues. Follows current developments in various sectors (including Finance, Agriculture, Tourism, Infrastructure and Power) and reports regularly to Pol/Econ Officer on significant developments in local trade laws, policies, and practices, local economic conditions, foreign competition, and multilateral organizations (SADC, EAC, etc).

Develops and maintains contacts with local government officials to facilitate bilateral talks and with private sector representatives to facilitate matchmaking with U.S. companies. Maintains up-to-date contact information for use in inviting government and private sector representatives to Embassy-sponsored events. Contacts range from working level staff to senior level government officials across several ministries and economic sectors.

Disseminates information to Tanzanian government officials and local companies regarding U.S. policies and regulations, trade opportunities, trade events (fairs, forums, seminars), etc. Responds to inquiries and provides advice to the public regarding trading with the United States. Assists local companies to seek U.S. products and make contacts with appropriate U.S. firms.

Drafts assigned portions of required annual reports, including the Investment Climate Statement, the Country Commercial Guide, Money Laundering and Narcotics reports and others when necessary.

Represents the Embassy at meetings, forums, and events. Backs up other Pol/Econ FSNs, Self-Help Coordinator, and Special Events Coordinator. Serves as translator and interpreter as needed.



QUALIFICATIONS REQUIRED

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

Education: University degree in the fields of Commerce, Economics and Business Administration, or related field is required.

Prior Work Experience: Five years work experience in trade-related field involving interaction with private sector, government, and multi-national corporations.

Language proficiency: English and Kiswahili Level IV (fluent) speaking, reading and writing is required.

Knowledge: A thorough understanding of the Tanzanian government, economy, industrial and commercial structure, business and industry customs and practices, trade laws, regulations and policies. A broad knowledge of Tanzania’s private and public sectors and their publications. A thorough understanding of US FCS Trade and Investment Promotion goals, programs, and procedures. A solid understanding of U.S. business practices, requirements, and opportunities.

Skills and Abilities: Effective oral and written communication skills. Ability to identify needs of American and Tanzanian business and government representatives. Office management and organizational skills. High level of computer literacy.




SELECTION PROCESS

When fully qualified, US Citizen Eligible Family Members (USEFMs) and US Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
