Scope of Work:
Design a strategy, building on existing and new contacts, to complete a multimillion dollar resource mobilization goal for the EADD II program over the next 5 years;
Create, plan and implement the fundraising strategies and activities building from and expanding upon the success of current private and public efforts;
Coordinate and manage high-level donor relationships consistent with Heifer’s philanthropic strategy and guidelines of Heifer International;
Design a compelling donor experience including regular communications and the opportunity for field visits;
Cultivate and manage relationships with philanthropic and corporate foundations, corporations and private individuals;
Directly solicit support from corporations,institutions and foundations; and
Foster and cultivate relationships with philanthropic funding community through participation in relevant industry events, as well as organizational engagement and outreach.

Critical Qualifications/Skills

POSITION SUMMARY:
AWF has decided to build and support a network of approximately 15 primary schools, directly linking education to conservation, over the next 10 years in key wildlife landscapes (AWF's Heartlands) in Africa. The Director of AWF Conservation Schools (DACS) will be the manager of this initiative. As this is a new program, the DACS will be the primary leader in crafting a vision, and the tools and systems to develop, and support these schools. The DACS will work with AWF's Philanthropy and Program Development teams to generate proposals, partnerships and relationships to attract funding and resources to make this program successful.
KEY DUTIES & RESPONSIBILITIES:
1. Ensure linkages between ACS and AWF’s broader conservation program
• Serve as one of AWF’s program pillars and as a member of Program Management Team
• Participate in conservation planning and prioritization
• Work with other pillars, especially land and science to determine priority locations for ACS
• Develop explicit criteria and conservation covenants related to ACS
• Ensure the development of a conservation curriculum to be taught in ACS
2. Develop and implement a model for ACS
• In principle, ACSs will be owned and operated by the Governments. A workable and effective model must be created for AWF to partner with Governments to build and support these schools while retaining local ownership
• Work to create a three way Agreement between AWF, the Ministry of Education (MOE) and the local authority for each ACS
• Oversee the creation of one or more standardized architectural designs for ACS
• Construct standards of technology, student welfare, teacher assessment and other key functions
3. Create relationships and negotiate agreements for new schools
• Develop relationships with MOE in target countries where ACSs are contemplated
• Negotiate agreements that incorporate specific responsibilities and privileges between three main players
• Steward and monitor these relationships on an on-going basis
• Develop a few, key strategic partnerships for ACS program on key themes such as technology and the needs of female students

4. Implement an ongoing program of support and improvement for ACS and teachers

• Create a strong relationships with all head teachers to help coach and encourage excellent school performance

5. Lead a cycle of proposal development, fundraising and reporting for ACS.
• Working with the Program Design Team and the Philanthropy Team, create proposals to help fund new ACSs as well as the funding of key elements of the program (e.g. technology)
• Conduct assessment and maintain approved metrics on the performance of ACS, teachers and pupils
• Report regularly to the management of AWF and to the AWF Board
• Contribute to AWF publications, website and other outreach to raise awareness and promote funding for this program

Position Description:
Under the guidance of the Deputy Representative, the post is responsible for coordinating all UNICEF Country Office actions on Children and AIDS. The Chief of HIV and AIDS is accountable for development, design, planning, implementation and management of the Children and AIDS programme interventions within the UNICEF country programme as well as in UNDAP HIV Working Group. Qualifications:
Advanced university degree in public health, social science or related technical field* Ten years relevant work experience in at national and international levels in programme planning, management, monitoring, and evaluation, in a related field is required. Work experience in HIV programme management is required. Fluency in English required. *A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
Provides effective leadership, high level advocacy, technical guidance and supervision to planning and implementation of HIV interventions related to UNICEF key MTSP priorities, and accountable for management and delivery of results on PMTCT and Paediatric AIDS; HIV prevention among young people; support to orphans and most vulnerable children; and C4D targeting HIV risk behaviour reduction. Supports the timely completion of the Situational Analysis and its periodic update through accurate and complete monitoring and analysis and the timely preparation or finalization of sectoral inputs.
Participates in the formulation, development and monitoring the implementation of programme goals, strategies and approaches relating to HIV programme, and compiles various AWPs, consolidated annual plans that comply with and directly address UNICEF, inter-agency and national priorities in UNDAP HIV sector plan, National Multi-Sectoral Strategic Plan (NMSF), and Zanzibar National Strategic Plan (ZNSP)
Facilitates collaboration, promotes joint action with key implementing partners, coordinates the exchange of information/ideas, strategies and partnership internally, between UNICEF programme sections and externally, between UNICEF and key stakeholders, to drive mulit-sectoral and expanded HIV and AIDS response
Strengthens national HIV response through established national dialogue structures, DPG AIDS and Joint Thematic Working Group on AIDS (JTWG) and provides effective leadership in impact mitigation technical working committee
Liaises with major donors of HIV interventions in Tanzania, PEPFAR and Global Fund, to ensure effective mobilization of resources, planning and implementation
Provides guidance and support to professional staff in meeting HIV related programme objectives and targets; undertakes field visits, and assessment/surveys in order to monitor and evaluate the project implementation; identifies problems and proposes remedial action; identifies alternative courses of action, to accelerated/improve programme delivery; and, ensures the accurate and timely completion of status reports for monitoring and evaluation
Ensures effective UNICEF TCO HIV response through coordination with different programme sections and Zanzibar office. In coordination and collaboration with government and other partners, participates in HIV sectoral reviews and evaluations to provide inputs on the technical, institutional and financial feasibility and constraints of national HIV programme
Participates in the preparation of all programme reports for management, board, donors, budget reviews, programme analysis, and annual reports as required. This will include but not be limited to the common country programme document, UNDAP working group reports, CPAP, AWPs and country programme summary sheets.

Responsibilities
The incumbent will perform the following functions:
Provide legal advice and other support to the Judicial and Legal Affairs Section in International Humanitarian Law, Public International Law, Criminal Law and Comparative Law.
