Position Description:
Chemonics seeks a fund manager for the anticipated five-year, DFID-funded East and Southern Africa Staple Food Markets Program based in Dar es Salaam, Tanzania. The program aims to improve the functionality of national and regional staple food market systems and increase regional trade in foods to benefit male and female farmers, particularly poor farmers in Kenya, Uganda, Tanzania, Rwanda, Burundi, Zimbabwe, Zambia, Mozambique, and Malawi. It will include a six-month inception phase, followed by a 4.5-year implementation phase. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
Oversee the development of Challenge Fund (CF) policies, systems, documentation, and procedures that include finalizing the appropriate eligibility criteria at the inception stage
Track the degree to which program objectives can be achieved through the CF and develop a portfolio of investments within selected regional value chains by the end of the program's inception period phase
Manage and monitor grants issued through the CF, including progress in achieving outputs
Qualifications:
Bachelor's degree required; master's degree in business, agribusiness, economics, or related subject preferred
Demonstrated understanding of private sector-driven market facilitation mechanisms and the use of challenge funds/grants to influence systemic change in market systems required
Strong understanding required of the risks and challenges the private sector faces, including financial institutions, in investing in underdeveloped market systems and the incentives needed to pursue innovations
Experience working with staple food system stakeholders in Eastern and Southern Africa required
Demonstrated knowledge of challenge funds/development funds/grants policies, systems, procedures, cost structures, accounting and financial tracking and reporting, and grantee management programs strongly preferred
Demonstrated experience in monitoring and evaluating impact of grants program to inform overall program initiatives and direction preferred
Strong financial management skills including analytical and decision-making skills required
Ability to write and verbally communicate clearly and concisely
Strong presentation skills
Strong supervisory management skills, interpersonal skills, and ability to work both independently and in a team
Demonstrated leadership, versatility, integrity, management, and organizational skills required
Ability to travel throughout the Eastern and Southern Africa region required
