Grants Manager, Dar es Salaam

ASI is seeking a Grants Manager to serve on the Programme Management Unit for an anticipated five year DFID funded East and Southern Africa Staple Foods Market Programme. The overall goal of this programme is to improve functioning of national and regional staple food market systems, increase regional trade in food, and contribute to benefiting over 375,000 male and female farmers. Beneficiaries will be primarily poor farmers in Kenya, Uganda, Tanzania, Rwanda, Burundi, Zimbabwe, Zambia, Mozambique and Malawi. The programme is expected to start in February 2013 and the Fund Manager will be based in Dar es Salaam. The Grants Manager will be responsible for managing day-to-day operations of Challenge and Development Funds. Specific responsibilities include:
Establish the programme grant management system at the start of the project based on ASI's grants management protocols and in line with DFID guidelines Set-up and manage each competitive tender round including marketing, application processing, due diligence, selection, applicant support etc.
Launch the Early Bird Window of the Challenge Fund
Manage competitive fund processes, including facilitation of evaluation of concept notes and applications by independent assessment panel
Prepare and negotiate contracts for fund recipients
Monitor implementation of challenge and development funded activities
Ensure that communications strategy is adhered to and that marketing for each round of proposals is carried;
Ensure that M&E activities are carried out as and provide technical support where needed
Overall administrative, operational and financial oversight of fund recipient outputs
Support in the development of a risk-matrix at the beginning of the programme to identify and manage risks ;
Provide inputs for donor and ASI reporting requirements This position is contingent upon ASI being awarded a contract.

Qualifications:
Degree in contract management, financial management or accounting;
Relevant experience (preferably a minimum of 5 years) in contract management;
Experience in the management and monitoring of Challenge and Development Funds;
Familiarity with DFID financial and fund management policies and procedures
Experience working on multi-country programmes;
Ability to work with flexibility, efficiency, enthusiasm, and diplomacy;

Background: Istituto Oikos, in partnership with the Maasai community of Mkuru, constituted "Mkuru Training Camp", a camp created with the purpose of testing and promoting appropriate technologies and innovative approaches to make environment conservation a key point of the socio-economic development of the area. More than 2.000 people have been trained at Mkuru in last years. The camp also acts as field base for Istituto Oikos staff involved in conservation and development projects in the area. Mkuru Training Camp is located at the foot of Mount Meru, a few kilometers from Arusha National Park, in a strategic location, in the beautiful but fragile and complex natural system of the Meru-Kilimanjaro. In 2012 Oikos decided to open the camp to a wider public, with the aim of transforming MTC into an economically sustainable centre, reference point for enthusiasts of environment and development, researchers or volunteers, interested to provide their energies and skills to assist local communities in the path towards a more equitable and sustainable use of natural resources (www.mkurutrainingcamp.org).

Position description: Project Manager of Mkuru Training Camp (MTC), at start up phase, as international experimental station of environmental sustainability.

The position includes the following responsibilities: - To assess the existing MTC camp management, programme and institutional functions and, based on that review, to elaborate a strategy to improve them, in view of competitions with similar facilities. - To develop a Business Plan aimed at reaching MTC economic sustainability, through the development and marketing of the cultural, educational, recreational offer of the centre, among the local and international public. - To elaborate and implement a strategy to market MTC and its programs. - To facilitate networking and to promote the camp at local and international level, including activities of fund-raising. - To collaborate with the local Camp Manager in the organization and overall management of the camp (development of internal procedures, logistics and camp maintenance, personnel management, asset management and stock control, security, organization of training activities). - To train the local staff to perform the assigned functions. - To manage the administration of the camp and the annual budget, in collaboration with/under the supervision of the Administrative Department of Istituto Oikos in Tanzania - To supervise the training, research and awareness activities carried out at MTC. - To collaborate and mediate with the Maasai community to ensure the development of synergies and the implementation of programs at MTC customized to the needs and expectations of the community.

General Supervisor: He/She will report to the Country Representative of Istituto Oikos in Tanzania. He/She will also report to the Director of Oikos East Africa for the issues related with the community relation.

MAJOR DUTIES AND RESPONSIBILITIES:

Technical Responsibilities and Evaluation Management

Together with colleagues in CDC Tanzania, the CDC Division of Reproductive Health (DRH) and Division of Global HIV/AIDS (DGHA) in Atlanta, Georgia, and the Ministry of Health and Social Welfare Division of Reproductive and Child Health (MOHSW/RCH), the Specialist will evaluate a donor-funded program to improve emergency obstetric care in 3 regions of Tanzania. The primary duties include:

Evaluation design and implementation: The incumbent will contribute to the development of the evaluation plan and associated protocols. He/she will review plans for technical merit, feasibility, and national relevance. The job holder will ensure that the MCH evaluation activities and study protocols meet human subject requirements and are submitted for ethical review and receive approval, with the appropriate agencies and authorities prior to implementation.
Field support: He/she will support training and data collection activities, to be implemented by a CDC partner or DRH staff. Responsibilities include scheduling site visits, ensuring compliance with MOHSW procedural requirements, developing itineraries, and overseeing data quality assurance procedures.
Technical assistance on routine M&E: In collaboration with DRH, the incumbent will work collaboratively with the World Lung Foundation to conceptualize a dynamic logical framework, identify relevant indicators, and strengthen its monitoring system. He/she will provide advice and recommendations to WLF in how to best track emergency obstetric care outcomes, including the use of technology to facilitate data collection and programmatic feedback loops. S/he will help WLF to design and utilize appropriate data management systems to monitor critical obstetric care inputs and outcomes.
Coordination: The incumbent will coordinate with the foundations, WLF, MOHSW/RCH, evaluation implementing partner, and co-evaluators in DRH and DGHA. He/she will communicate regularly via phone, email, in-person meetings and/or presentations. S/he will be the primary point of contact with the WLF Director and other staff, working to ensure that the evaluation design reflects programmatic changes and intended outcomes. The job holder will monitor work done by staff and project partners and report updates to immediate supervisor, Associate Director for Programs and/or Country Director

The incumbent will carry out preparatory site visits and accompany the data collection teams. For this purpose he/she will have to extensively travel (30% time) within Kigoma, Morogoro, and Pwani, including site visits to services in remote rural areas.

As a member of the Science Office, he/she will contribute to other additional relevant and appropriate Science Office technical activities which support this position, as directed by his/her supervisor,

He/she prepares regular and frequent written reports for direct supervisor, CDC Director, and other senior staff.



Administration

The incumbent will serve as administrative manager for the MCH evaluation, contributing to the development of proposals, budgets, and progress reports for the donor and the CDC Foundation. S/he will write and submit quarterly narratives to CDC-Foundation.

S/he will serve as Activity Manager for the portion of a CDC-supported cooperative agreement (CoAg), through which an implementing partner will carry out elements of the evaluation. As Activity Manager, he/she will oversee the performance of the cooperating partner within its MCH scope of work, carry out technical reviews, reviews progress, identify potential issues and inform supervisor, recommending actions for improvements.

The incumbent will oversee the implementing partner in the development of workplans and budgets for implementation of activities following grant/contract/cooperative agreement awards. He/she will be responsible for reviewing budget requests for appropriateness, monitoring use of funds for adherence to workplans, quarterly pipeline reviews and budget status reports, following up on irregular findings, and providing advice for realignments and/or redirection of budgets.

The job holder will maintain MCH files and records up-to-date. He/she will be responsible for data integrity and security of information. Program files include reports, meeting summaries and minutes, copies of all grants/cooperative agreements/contracts, and research determinations and ethical approvals. Whenever possible these records will be filed electronically and entered into the existing USG electronic databases and systems.

The job holder will prepare regular and ad hoc progress reports on MCH evaluation activities. Reporting responsibilities are monthly, quarterly and annually.

As a member of the Science Office, he/she will contribute to other additional relevant and appropriate Science Office administrative activities which support this position, as directed by his/her supervisor.



Interagency Coordination

As an advisor on maternal and child health issues, the incumbent will represent CDC Tanzania at technical, policy and strategic planning meetings on MCH, including meetings with government, collaborators, and other donor agencies. He/she will brief agency officials on the results of such meetings, and prepare written reports for the Director and other key staff. He/she will serve as the primary liaison between the in-country team and the headquarters based technical working groups on maternal and child health.

Where relevant, the job holder will participate in the PMTCT inter-agency technical team with USG agencies (USAID, DOD, National Institutes of Health, CDC, and Peace Corps) and will facilitate effective coordination of workplans, implementation strategies, and evaluation plans for all USG agencies. In particular, s/he will participate in relevant Global Health Initiative (GHI) coordination. Incumbent may represent CDC on national committees for MCH issues, to promote consistency in the implementation of best practices for MCH activities on a national level.



QUALIFICATIONS REQUIRED

Education: Graduation from an accredited university with a Master’s Degree in Public Health, Epidemiology, Statistics or closely related field of study is required.

Prior Work Experience: A minimum of 4 years of work experience in public health program evaluation, including some experience in the area of MCH evaluation is required.

Post Entry Training: Professional seminars to expand knowledge, skills and abilities in MCH program evaluation, practices, procedures, and administrative and fiscal management. Specific CDC-sponsored post entry courses required include: Project Officer training, Scientific Ethics, and IT Security trainings.

Language Proficiency: Level IV (fluent) in English and in Kiswahili (writing, reading and speaking) are required. The incumbent must have accomplished writing and oral skills.

Knowledge: The incumbent must have demonstrated experience with program evaluation, including the ability to work collaboratively with implementing partners to develop a logical framework, define indicators, and design and execute a monitoring system. Preference will be given to candidates who have experience in both qualitative and quantitative evaluation methods. In addition to these technical skills, the position requires expertise in safe motherhood. The job holder must have knowledge and experience with the host country operational environment, including a detailed knowledge of the structure and operations of the MOHSW/RCH, RCH routine monitoring indicators, and the health sector workforce environment at the national, regional, district and community level in Tanzania.

Skills and Abilities: The position requires outstanding interpersonal and communication skills for establishing and maintaining effective working relationships with a wide variety of collaborating partners.

The incumbent must have sound judgment and excellent analytical skills to independently resolve problems, overcome barriers to program implementation, and make appropriate decisions and recommendations related to program policy and implementation. The position requires accomplished writing skills and computer skills with standard knowledge of office software applications, including word processing and spreadsheets.

The US Embassy is seeking for an individual for the position of Procurement Agent in the General Service Section.

BASIC FUNCTION OF POSITION

As part of the Procurement Team, incumbent will be responsible for all acquisition and assistance requirements for the Department of State - Dar es Salaam, using ICASS expenses and Agencies funding.

MAJOR DUTIES AND RESPONSIBILITIES

Responsible for the preparation of purchase orders and requisitions to the GSA and from Federal Supply Schedule, and reviews procurement requests for completeness, accuracy, and the presence of necessary technical specifications. Determines appropriate procurement methods and locates prospective suppliers solicits bids first by telephone and emails then in writing for high value and difficult local Procurements.

Ensures competition is sought for all procurements. Provides for procurement of items that are primarily of a technical nature including offshore purchase order actions. These technical items include automobiles, trucks, appliances, copiers and fax machines, ADP equipment and spares for the above items.

Responsible for preparation of off-shore purchase orders to private vendors and documents the file as to non-availability from Government source of Federal Supply Service contracts. Reviews Catalogs and other sources of information to locate the most favorable prices. Documents files to establish competition. Preparation of more complex and larger purchasing as well. Assures that all prevailing documents are distributed to venders, USDA, shippers & carriers, by letter, email, memo, fax or telephone, to insure prompt delivery of goods and services. Maintain record of all acquisition documents (purchase orders, contracts, etc).

Responsible for procurement of vehicles, spare-parts, lubricants, tires, all motor-vehicle consumables, repair of vehicles and insurance for vehicles.

Responsible for procurement of local office supplies and equipments, Facility Maintenance (FM) maintenance supplies (electrical, plumbing, carpentry, general hardware and building materials), printing services, maintenance of all USAID Photocopy machines and newspaper adverts for USAID/T, Department of State and CDC, as well as house renovations and rehabilitations of USAID/T and Department of State and garbage collection of all houses under US Embassy.

Responsible for Internet Service provision to Department of State, USAID/T and CDC by tendering, soliciting, negotiating, select vendor and issue purchase order.

Upon receipt of invoices from vendors, based on receiving and Inspection Report, or notification of receipt by U.S. Dispatch Agents; review and substantiate with a copy of the original purchase order, then forward invoices to Budget and Fiscal section for payment process accordingly. Maintain record (log) of paid invoices.

Responsible to clarify, analyze and approve all petty cash purchase requests prior to final approval by General Service Officer.





QUALIFICATIONS REQUIRED

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

Education: Completion of secondary school (form VI) required. Two years of college studies is required.
Prior experience: At least three years of responsible procurement experience is required.
Language proficiency: Level IV (Fluent) in English and Kiswahili ability is required in speaking, reading and writing.
Knowledge: Detailed knowledge of Agency and USG procurement regulations, instruction & procedures for supply sources for local and off-shore procurement; U.S. Federal specifications and standards, simplified acquisition procedures and, contract administration, contracting, contract negotiation. Should have a good working knowledge of local suppliers and product availabilities to be able to assess reliability and capability of contractors/suppliers, and prices.
Skills and Abilities: Must possess skills to organize and operate the procurement functions in a effective manner and to be able to withstand the scrutiny of an audit. Ability to respond to or draft correspondence is English, is essential. Must be able to deal effectively with subordinates, colleagues, supervisors, suppliers and contractors; utilizing tack and diplomacy. A high degree of integrity and honesty is essential and required. Ability to type and use a calculator, and possess negotiating skills in dealing with vendors and suppliers.

CIAT’s Tropical Forage Program (TFP) has been developing tropical forage germplasm for the past 35
years through collection, selection and breeding. Forage-based systems are the main agricultural land
use in the tropics and novel forage options have contributed to improved livelihoods of smallholder
farmers while improving natural resource management. The TFP aims for more efficient and sustainable
crop and livestock production while reducing the ecological footprint in the framework of CIAT’s concept
of “Eco-Efficient Agriculture for the Poor”.
CIAT is seeking a Postdoctoral Fellow, as part of its Tropical Forages Program, to carry out research on
climate-smart Brachiaria grasses to improve livestock production in smallholder systems in East Africa.
The Position
The Post-doctoral Fellow will focus research on: (i) determining the role of endophytes in improving
adaptation of Brachiaria grasses to drought; and (ii) contribution of stress adapted Brachiaria grasses to
mitigation of climate change. The selected candidate will have responsibility to conduct greenhouse
trials at CIAT-Palmira, Colombia and contribute to collaborative research on field trials with farmers in
East Africa in collaboration with KARI-Kenya, RAB-Rwanda and the Biosciences Eastern and Central
Africa – International Livestock Research Institute Hub (BecA-ILRI Hub), Nairobi, Kenya. The selected
candidate will be part of a team of an innovative program on climate change of BecA (BecA-CIAT-KARIRAB)
supported by funds from Swedish Ministry of Foreign Affairs through Swedish International
Development Cooperation Agency (Sida), which Sweden granted to ILRI, Nairobi, Kenya and TFP of CIAT.
Main responsibilities
• Carry out research to quantify differences among Brachiaria grasses on the following aspects:
shoot and root growth responses to drought stress; role of endophytes in improving drought
resistance and mitigation of climate change (through improved carbon sequestration in soil and
reduced nitrification in soil and nitrous oxide emission to the atmosphere); and contribution to
improve livestock productivity and reduce land degradation.
• Work closely with the team of Sida funded Program and reporting to the Plant
Nutritionist/Physiologist of the TFP of CIAT.
• Work in collaboration with the BecA-ILRI Hub, national partners in Kenya and Rwanda and other
key stakeholders.
 To prepare work plans together with collaborators at the BecA-ILRI Hub, KARI (Kenya) and RAB (Rwanda) and annual technical reports to Sida.
 To prepare publications and technical bulletins from the Sida funded Program research activities
• To supervise and motivate support personnel to ensure opportune completion of tasks.
Requirements
• Advanced degree (PhD) in Agricultural/Livestock/Environmental Sciences or other related fields.
• Experience in plant adaptation to stressed environments and/or familiarity with measurements of greenhouse gas emissions from soil and plants.
• Familiarity and/or experience with integration of forages into smallholder farming systems in the tropics is desirable.
• Be able to work in a complex, highly dynamic and trans disciplinary work environment, with excellent communication skills.
 Excellent written and spoken English.
 Thorough knowledge of experimental design and multivariate statistical analysis.
 A demonstrated ability to prepare/publish high quality articles meeting international standards.
Terms of employment
The position is globally recruited and will be based at CIAT Head Quarters in Cali, Colombia. The initial contract will be for two years, subject to a probation period of three (3) months, and is renewable depending on performance and availability of resources. The position involves significant travel to visit BecA-ILRI and field sites in Kenya and Rwanda (1 to 2 months per year). The position will be moved to CIAT-Africa (Nairobi, Kenya) after 2 years.
